They should absolutely not be able too, however the reason has nothing to do with morals. A teacher cannot be expected to objectively grade the student if they're is a relationship. This is obviously the case with judges and doctors, why would it be different with teachers? A distinction in my argument is the assumption that the student is studying from the teacher. However if a general student at a school were to date a teacher who does not actually teach that student, then obviously there is no conflict of interest.
