Technically yes, but at the same time many simply want better lives for themselves and their families. Slapping the "criminal" label on them doesn't help anybody. If a person is starving and they steal food to feed themselves, then technically they're a criminal. But they haven't acted maliciously or tried to hurt anyone. Using the same word to describe these people as is used to describe others who murder entire families and bury them under the cellar doesn't really do justice to the realities of the situation.
