Well all living things needs water but fish don't need oxygen, but it still needs water. Water produce it's own air and oxygen, Actually fire and earth can harm air by it's pollution. So water is strongest cause it can put out fire, fire can over take earth and air, earth can pollute air. Air cannot harm water but can harm or make the fire stronger, air can harm earth if it's strong enough. Water is unbeatable and if it get polluted by earth. Well that's the only thing that can harm water. But Air can be overtaken by fire and earth you see.
Well water can generate air if it was strong enough so water is the strongest, it has water and air
