Kuwait should be blamed for causing the Gulf War. Before the Iran-Iraq war in 1980s, Iraq had a prosperous economy, with approximately US$35 billion in its reserve. However, after the war, Iraq suffered huge losses in its economy, and owed about US$80 billion. Iraq generates revenue from the sale of oil. To improve its economy, OPEC set a quota to stop the price of oil from dropping, but Kuwait continue to overproduce oil, even though Kuwait knew the price of oil would continue dropping and affect Iraq's economy. Kuwait also practiced slant drilling at Rumaila oil field to gain more oil from Iraq's oil field. This reduced the amount of oil Iraq could produce and sell, hence it affected Iraq's economy. Unable to improve its economy, Iraq had to go to war against Kuwait as a last resort.
