He is a horrible president. But he's still in office. Whoever wrote the question phrased it badly. He IS the worst President in US history. I look forward to the day when we can all declare that he "WAS" the worst President in US history. Unfortunately, that day will not come for at least another year and a half.
I have to say "no" due to a technicality. Since he is still in the White House, he IS the worst President in the history of the United States. To say that he "was" the worst President is inaccurate due to the fact that he is still in office.
