65--there's not enough in this response for a reader to respond to or learn from. Avoid "should" in such a short post. Instead, say what can be done, in detail, referencing what other countries do, for instance.

75-avoid "shoulding" the reader. Investigate a policy that you would advocate for or show a problem you'd like addressed in detail.

65--if you think that something is maybe or "probably" the case, do the work for the reader and say what's the case--that's the burden the writer has....it's an obligation to show, to research; to clearly express.

90. this is very well written but lacks detail. Tell, then show the reader what you are saying. Your telling is clear; need more show.
