Just as it is not right to call a developmentally challenged person a retard and a homosexual person a faggot, it is also wrong to call a heterosexual person with average learning abilities a retard or faggot. Calling someone these terms is not only rude to them, it is offensive to the groups they represent. Saying something like "You're so retard" or "He acts like such a faggot" is insinuating that someone is stupid or an idiot. Retarded is not a synonym for stupid and faggot is not a synonym for idiot. Retard and faggot should not be used towards anyone, or anything for that matter.
