No one can restrict a person's right to choice! It is a fundamental right which the state guarantees because a state is formed by the choice of the people. the only time the state restricts this choice is when the person/people concerned infringe on the rights of others. That is why murder is banned and not drinking or smoking despite the health hazards. By dropping out, people harm only themselves an they still will always have a choice of going back to study. They can still learn!
