The Chinese government can simply deal with the economic costs of overpopulation through peaceful means, including, but not limited to, downsizing entitlement programs. No government should determine the course of someone's life, that right belongs to the individual. The reason why resources become a problem for society is because its members are forcibly integrated into each others' financial past decisions by a tax economy and the bureaucracies that "operate" by it. The greater the level of inclusion, the lower the level of sustainability. By binding people economically, the inevitable result will be to limit the indulgences of individuals who are otherwise more than capable of handling them and to encourage the indulgences of those who can't.

No proposal should be viewed with a scope from the ideal world. A solution isn't invented to thrive in an ideal world, it's to improve the actual one. If Communism is proven to be ineffectual or detrimental in the real world, then Communism is a bad idea. I'd say it is BECAUSE it is innately utopian, that it is untrue and inconsiderable. As I understand it, Communism is a stateless society ordered through common ownership of the means of production. This means that in addition to being devoid of a capability to defect from this system, given personal or functional inadequacies, it is devoid of a foolproof measure to reduce or prevent under-production and stagnation. A command economy, of any kind, lacks the innovation to avoid regression and general shortcomings.

The death penalty is an absolute judiciary measure that succeeds in rectifying the grievances of the murder victim's family and peers, yet fails to undo an inevitable flaw of any judiciary system; human error. Without a truth-seeking function, which may or may not be administered in any given proceeding case, the system is error-bound. The odds of an error in judgment is a fixed possibility, meaning, there is always a chance that those sentenced to death may still be innocent and thus, wrongfully killed. True, the times that the State has wrongly killed a convict may not outweigh the times it hasn't, numerically, however, this rationalization can only yield a more authoritarian society. For every time the state wrongfully punishes someone with impunity, it leaves the rest of us equally susceptible to the scourge of error-bound agents of the state.
