it should only be a right because if it will be a privilege, then it will be a pressure on the persons who do not want to get further education either because of economy crises or any other reason and in my opinion if anything is done under the pressure then it is not successful for long phase of time... and for every person it is already a right to at least complete their schooling level or we can say up to 12Th grade for better lifestyle and after that they can live their life better because in one's life only education does not matter for better life. yes, schooling level is our basic requirement but to get success in life we should have a quality of thoughts, experience, a good mentality and personality... so, in my opinion, at last it should only be a right for a person not privilege
