Is fear being used, im not sure really however it certainly has been used in the past by ruthless dictators, Stalins purges, Hitlers SS and SA, of which was used to eliminate oppostion, his concentration camps which were active before coming to power in 34. Then you have the armed forces of Castro against Batista. People back then whilst were fearful, also looked to this strong dominant forces as a option in comparision to the weak gov at the time. Take Hitler, the Weimar Republic was in ruins after the Treaty and the depression and Hitler with his forces seemed to be what the people needed....
