It does not matter if the bell is late. As long as you are in class with everyone else. The teacher does not have to stop for you when you suddenly appear at the door.
First, the detention policy for tardies makes the students get to class on time. The students will be more worried about getting to class and this urgency will decrease the number of students getting late or else the students might just loiter around a few minutes after the bell goes.
Plus, for the first six tardies it is only a 20 min. detention, so if you are late once for some reason, you only spend 20 min. If however you are regularly late then, you get 40 min. detention (after 6 tardies), so you will put more effort in trying to get to class on time.
