Because methodology cannot be fully applied to a market economy. It can be partially applied, but an economy entirely based on methodology would be a technocracy with no monetary system at all. Capitalism is mostly based on the individual choices of consumers and on the rich controlling resources to make themselves richer, there is little room for methodology.
