I don't know about best, but as a heavy listener to all styles and genres, I know who my very subjective favorites are:

1. Pete Towshend

2. Van Morrison

3. Peter Gabriel

4. Adrian Belew

5. Jeff Buckley

I'm sure everybody has their faves, but with these 5, almost every thing they have done is full of such infectious passion that you want to be them. That they all are great and original songwriters only adds to the appeal.
