"Once an addict, always an addict". Is this statement true.

Depends on the definition of addiction and the definition of always.

If addiction is a strong desire bordering on subconscious need, which it can be, then I am addicted to breathing for example.

If always is my lifespan, inescapably I'm addicted to breathing for life, indeed, breaking addiction by definition is the end of our definition of "always"

However, if always = forever, then no addiction is infinite.

But in the sense you are probably talking about,

sure, one can quit taking drugs even if they are addicted to that drug.

Addiction is something where will power must be monumental in order to break addiction. Addiction can be beat.
