I don't know, maybe this philosophy is too deep for me, but when I feel jealous I think I'm genuinely envious of whatever that person has that I don't.

That is the issue ... "what that person has that I don't".

Instead of focussing on "what you don't have" focus on what you have. Shift your focus away from what "that person has" to what you have ... surely, you will be content and there will be no room for jelousy. You also have strengths/talents/gifts that you could use as the wind beneath your wings to soar high, just like the person you are jelous about. And it comes through being faithful/committed in that strength/talent/gift that you have.

That's said as if shifting focus is as simple as that. I know what I have when I feel jealous, I don't want it, or I want more, and someone else have what I want. Thus I'm sure of what I am, and am still left feeling desire.
