Without condoms, students shall have unprotected sex. Simple as that. They want sex, and they'll have sex one way or the other - is it not best to teach them to protect themselves from STDs?

Yes, because, even though we are taught to abstain as long as possible, many don't. so why not give them the next best thing.

Sure. Maybe you could also issue cots to be set up in the gym once a week, say, for casual Fridays.

With the rise in teenage sex, I think it would be pragmatic to offer contraceptives in public High Schools.
