Is Chaka Fattah a good candidate?

Why can a candidate in Philadelphia be voted in on name recognition alone? Because this district has a lot of very lazy voters. Chaka Fattah was very busy running a campaign for mayor and when that didn't pan out, he went back to his day job. From where I sit, he has done very little for his constituency and goes back into office term after term because he's the only one running.

On the other hand, as of May 15th, Chaka Fattah missed 40.5% of the votes in 2007. During his bid for the mayorship, he misused election funds and broke Philadelphia Campaign Finance law. He also refuses to release his tax records because he does not want to release his wife's salary. He is not a great candidate, and is letting down his constituents who voted for him.

While he is running unopposed, Chaka Fattah has sponsored plenty of bills trying to better the educational system in Pennsylvania, push towards wage equality, and force lenders to act responsibly.
