Not according to most of the population, but some believers will say the have experienced or observed a deity's works and that convinced them that this deity must exist.

That might be considered "empirical evidence", but not proof. If a personal experience/observation cannot be demonstrated to others objectively, I would say it isn't "proof". As far as events like, say, seeing the Virgin Mary on some toast, that would be demonstrable empirical evidence, but unless it can be determined that there is no naturalistic method by which it could occur AND it wasn't intentionally made by a man, it does not become particularly strong evidence.

However, I do think your overall point is fair.
