To be honest I would rather have some form of payment through a low wage job than be unemployed, and since I would not be making a lot of money, by no means whatsoever would I lose my incentive to work as I would strive to keep working and making more and more money. A planned economy allows for the allocation of resources as to allow everyone to be provided in a reasonable manner. This includes healthcare which in a free market many cannot afford. With good health care services one can live a much healthier life. Similarly, education is provided by the government increasing literacy rates. An unemployment rate of zero and people who cannot work, disabled or elderly, being taken care of further helps the development of a Planned Economy. In the case of Cuba, the economy has grown by 2.7% compared to last year. Planned economies can control the goods so the people don't get pay more for a good that its really worth. It is also impossible to set up monopolies because everything is regulated by the government. Another advantage, is that everyone has equality and there is virtually no crime. Because the government does not make sure that everyone is employed, competition between people wanting to have a job increases, businesses can choose the most fit candidate. This means that more people will have a need for better education, which in turn increases economic development as there are more educated people in the country. I would say having a free market economy is better for economic development. A planned economy seems great for the population as a whole but it really isn't. North Korea is a planned economy and people over there have no free will. All the resources are misallocated to the people (as in different, imbalanced levels of investment in various sectors).
