In the Marvel hierarchy of power the Hulk is pretty close to the top.I mean,his power is immense but it does have limits.Hulk's strength is his main strength.The Hulk is strong but that's pretty much it.He can take a beating jump really far and has a host of other powers that are all derived from his strengths.And honestly got that much different from a lot of other heroes without the versatility.Other heroes have how could end up in a bind if he can't punch his way out of a situation.Hulk isn't the strongest hero the Hulk may be ONE of the strongest characters in the Marvel Universe but he's by no means the strongest Thanos is definitely a lot stronger than he is just on a purely physical basis and he all have powers aside from just physical strength.Even though he can punch through walls that alone isn't enough to bring the Hulk on par with Thor.Hulk is invulnerable after all Bruce Banner tried to shoot himself but the Hulk just spit the bullet out.Hulk's powers are reliant on anger.He may look like a monster but he is still a human.Anger is caused by a chemical combination of hormones & adrenaline.Humans will run out of these and that means Hulk can't stay angry forever.His regenerative powers make more quicker than a normal human but the healing factor is limited.Once he stops healing he can run out of anger and will be forced to turn into Bruce Banner.He's way too slow.Even Spider-Man was able to beat Hulk in the comics.His skin isn't impenetrable while normal bullets may not do any more than just piss the Hulk off.His skin can be pierced adamantium & vibranium can break his skin.Hulk still needs to breathe.He has been shown to be able hold his breath underwater for a long time.However if you launched Hulk into space or somewhere with no oxygen at all he would die.Thor survived in space.So...

Who has more?THOR!Plus,His is more useful against Hulk.The Smith & Wesson Model 10 won't work on Thor.He tanked a 400% charged repulsor beam that when at 50% charge can destroy a plane.

Even if they were equal strength,Thor has more powers to attack Hulk.Thor has 1500 years of experience.Hulk only has 13 years of experience.Hulk required help from Iron-Man to defeat a Leviathon.Thor almost beat Hulk in Thor:Ragnarok until Grandmaster interfered even though he held back.Hulk didn't and almost lost!Thor nearly beat Thanos in Infinity War.He made up for this in Endgame,Thanos beat Hulk in Infinity War twice.Thor lost only the first time.Thanos had dealt with the other Avengers easily,except for with Captain America who caught a hit from Thanos.So Thanos didn't lose too much energy so don't be like 'Oh,the others wore down Thanos," cause Thanos used all six infinity stones on Thor.Thor blocked this attack,Hulk got his ass beaten when Thanos didn't use any Infinity Stones.Thanos wasn't concerned with Hulk enough to wear his armor when he knew he'd be on Earth.He never knew Hulk was on the ship or Hulk would be already beaten.Notice Thanos put on the armor when he knew he was fighting Thor but took it of afterwards.Thanos is scared of Thor but not Hulk!Thor is incredibly strong.He is able to lift 1 million tons,one-shot the Abomination(who nearly beat Hulk),knock out Namor with a single punch(who beat Hulk),destroy planets in battle,threw a planet out of orbit,and even formed a Black Hole by accident with just his fists.He also has survived the flames of Hell,and been inside the Sun.

If you take away their powers.Meaning Hulk is now Bruce Banner,Thor is like how he was in the first Thor movie.Thor even without his Asgardian Physiology,Superhuman Strength,Superhuman Durability,Regenerative Healing Factor,Superhuman Speed,Superhuman Reflexes,Superhuman Stamina,Elemental Manipulation,Flight,High Speed Flight,Weight Manipulation,Energy Projection,Armor Generation,Weapon Summoning,and Resurrection managed to beat his way,unarmed,through squads of S.H.I.E.L.D. agents.Just judging their build Thor will beat the life out of poor Bruce Banner.
