If you need a license to do your own electrical work, then surely you need a license to inspect your own eggs to ensure that they're safe for consumption, and all kinds (handling chemicals of house hold cleaners, using a hammer) of other things to ensure that you don't harm yourself.
If licenses are important to make sure people are competent in their skills, then it follows you would need a license in order to be a licensor. If this is the case, we have an infinite regression, you'd never be able to give anyone a license without already having a license saying that you're qualified to do so. But in order to have that license you received to be considered valid, the person giving you that license would also have to be licensed to do so themselves. It goes on and on.
