Looking at expenses,we are saying that it is better to pay citizens to provide residence for refugees rather than to set up refugee camps
so people will focus on earning more money rather than focusing on the well being of the refugees
paying citizens to house refugees is the same as promoting refugees in an area as they will get to enjoy being taken care of by the citizens and the government at large
