Yes, of that there is no doubt. However the imposing of such legislation, as exists in Northern Ireland, and other regions I'm sure, isn't enforced, so the irresponsible dog owners let their animals poop away.

Absolutely a tougher line needs to be taken. These dog owners wouldn't accept their dog doing its business in their back yard so why should the public arena like a park (where young children walk about) be any different? There must be some way to monitor them properly otherwise the legislation itself is worthless. Your dog, your responsibility.

Yes in public areas especially in cities and large towns there need to be strict health controls which include dogs.

However, in consideration of the dogs that want to run free and chase each other, sticks or balls etc etc there should be designated dog free areas available where the public can take their chance if they want to go there as well.
