This is valid when referring to a war of conquest, where the aggressor prevails. When a defender prevails against an attempted conquest, it is an irrelevant point. In some cases the defeated aggressor accepts the outcome. WWII Japan and Germany. In some cases the defeated are burdened for reparations so heavily as to cause resentment, even justified resentment. WWI treaty of Versailles. Side: I agree.
