Well only during peak drinking hours in certain areas. E.g. around pubs and clubs at night.

Easily implementable, effective and probably a good deterrent.

It's a great idea if done around popular dating spots on a Friday night. A discrete breath test and then some free breath mints if necessary. It would save someone from the embarrassment of bad breath and their companion for the evening would be so appreciative. Lovely idea.

You do realize that breath tests are for drunk drivers right? The cops don't actually smell the people's breath, they use a device.
