Indeed I would go further and state that the thief will interpret leniency as weakness, become greedy and continue with his/her skulduggery on an even greater scale than before being found out. Just as loyalty and honesty is an intrinsic characteristic of a truthful and sincere person so dishonesty is the congenital mark of the thief. The only concession I would make is that the nature of the crime must influence the level of punishment and whether or not it warrants dismissal and/or legal proceedings. For instance, most people will pinch stationery from their employer's office and make unauthorized telephone calls and send personal emails during company tome. Unless done on an industrial scale such misdemeanors shouldn't call for more than a raised eyebrow. Side: no he does not
