Personal initiative could be sort of a catch-all, but I see the direction (now that the description is added).

Technically the three greatest needs are like air, water, and food, but okay.

Basically, though, computer education is important for developing nations (and even developed ones like the US) because as a global economy, jobs are moving toward information-based rather than labor-based. Of course, there will always be labor jobs, but technology is making labor less important. Eg, a paving company can just use equipment in place of the thirty laborers it would have taken to pave a street. Of course, making all this machinery requires a bit of labor but more engineering and technology than labor. So computer education is important for the youth of India because as they have such a large population, they're going to need to supply jobs for all those people, and the jobs are going to use computers, heavily.

Computers have become the life line of today’s high- tech world. There is no work, in our whole day, for which we are not dependent on computers or the technology products. The use of computers has overpowered our life and we have got addicted to computers to a great extent. Perfection is equivalent to the work obtained from computers. Also, this all is not overrated; computers have actually brought a revolutionary change in the whole way, with which the education and the work culture are practised. Today it’s very important for everybody, whether it’s you or me to gain the education in the field of computers. Learning the basics of computers is highly important for the students to excel in their respective fields. Computers help students to learn better and learn the practical aspect of the subject. Other than the usage of the computers in different fields, computers in itself, is a very vast subject to study.

now coming to importance of communication skills...Effective communication helps us better understand a person or situation and enables us to resolve differences, build trust and respect, and create environments where creative ideas, problem solving, affection, and caring can flourish. As simple as communication seems, much of what we try to communicate to others—and what others try to communicate to us—gets misunderstood, which can cause conflict and frustration in personal and professional relationships. By learning these effective communication skills, you can better connect with your spouse, kids, friends, and coworkers.

In the information age, we have to send, receive, and process huge numbers of messages every day. But effective communication is about more than just exchanging information; it's also about understanding the emotion behind the information. Effective communication can improve relationships at home, work, and in social situations by deepening your connections to others and improving teamwork, decision-making, and problem solving. It enables you to communicate even negative or difficult messages without creating conflict or destroying trust. Effective communication combines a set of skills including nonverbal communication, attentive listening, the ability to manage stress in the moment, and the capacity to recognize and understand your own emotions and those of the person you’re communicating with.

While effective communication is a learned skill, it is more effective when it’s spontaneous rather than formulaic. A speech that is read, for example, rarely has the same impact as a speech that’s delivered (or appears to be delivered) spontaneously. Of course, it takes time and effort to develop these skills and become an effective communicator. The more effort and practice you put in, the more instinctive and spontaneous your communication skills will become.

Hence not "the greatest needs."

I just feel the way we use language is important. You meant to say the three greatest educational needs perhaps...

Even then, reading, writing, and arithmetic are still more important.

The irony of a debate about the importance of communication while mis-communicating the argument's premise does not escape me however.
