This is one of those words that has had its' meaning changed through the continual misuse of the word. Dictionaries shouldn't change the meaning of a word to fit its' misuse. According to the dictionary, it's either one, but I have always heard it used to mean every other week. And that makes more sense to me, because there is an odd number of days in a week and thus anything that happens twice a week has one break in between that's longer than the other.
