I think that 'Learning' is more important because after all that we should learn more about society and ourselves. We cannot change the world, therefore we should learn more to change ourselves which would in turn contribute to society. Also, by learning, we can perform our youth service programmes better by learning on our mistakes we make when we first start out with the youth service programmes.
