I believe a country has the right to educate it's citizens on the current situation and advise a solution, but I disagree with complete control of the birth rate. Pro-natalist policies do a good job of this because no one is 100% forced to have children but steps are taken in order to persuade adults to have children. Anti-natalist policies in my opinion are too harsh and only create more problems.
