definitely so;unless it is banned this fun 'Ragging' would gain such huge momentum and its large extent of reach would play havoc upon the meek,submissive guys;Outcome:mental tension,uptightness,loss of focus,disappointment,fear of torture,panic.Not only in colleges but in all institutions make it a 'criminal offense';We have no right to ruin others' lives;STOP THIS NONSENSICAL HECK! The best way to counteract ragging is to give ''better'' than you get. Ragging is usually carried out by some smart Alex who is trying to boost his/her image in front of others at the expense of someone else. If, as a result of a quick retort the ''bully'' is the one at whom everyone else laughs then he/she won't be trying it again with the quick thinking person. The reply could be, and indeed should be a no holes barred, devastatingly rude, insulting, personal retort which involves the ''ragger's family. If they want to get psychical then so much the better. Let them make their move then punch their ribs in with a rapid volley of clenched fist-ed upper cuts supplemented with left hooks to the jaw then a final right cross knockout punch.
