If someone hasn't committed but is destined to commit crimes, should he be convicted?

If someone hasn't committed any crime but is destined(or predicted, foretold) that he will commit crimes some time in the future, should he be convicted before having committed crimes?

But, it depends on how much money he/she has. Committed? As we have seen, S/HE has about as much chance to be "elected" as "committed", then they can commit crimes with impunity! Time for mail-in voting and an end to Citizens United!
