Yes, as long as it is used to drive revenue or stabilize gas prices to prevent major swings in prices that catch people off guard and destabilize the economy.

Gas are now an important resources in our daily life. But the price of it are increasing because it is now harder and harder to find. We want everyone to shared and received the equal amount of gases in a affordable price but what will happens if someone has a monopoly over the gases system. Well the price would gone high up. So someone would have to create a rules to control the price of the gas to make a fairer gas price and equally to everyone.
