Regardless of Lay, if we are responsible enough we can always do it without any mandatory rules. But so be it, so people should be force to do so, specially those who ignore that environmental rules.
Whatever process they do, either a country has the ability fund equipment to have a modernize way of recycling, or a country don't have at all but manual one, I guess it is also fair for the environment. Caring for nature are not sized with the capability, but a responsibility that both they have.
I don't know where should I go, but this supposed to be neutral, environment has a big role in the community, on the other hand the developed community must rely with the environment.
