Iraq was to blame as it provoked Kuwait by refusing to recognize Kuwait's Independence and claimed that Kuwait was a part of Iraq. Iraq also accused Kuwait of stealing oil from the side which Iraqis claimed to be theirs and demanded compensation. Saddam Hussian also claimed that the Kuwaiti revolutionaries had written letter to him, seeking his help to overthrow the government. Saddam also latter ordered the troops to the Iraq-Kuwait border and postponed the negotiation talks.

Truman should not have ordered to drop the atomic bombs as they killed innocent lives even though the civilians are not the one they should aim at and this left Japan with a scar, grandchildren or children of people who survived and continued their normal lives actually got cancer.

Truman knew what the devastation would be like and still decided to use the atomic bombs. Truman did not give a clear warning to the Japanese and hence, causing a misunderstanding between U.S. and Japan. Truman could have found another way to end the war and not to use the atomic bombs. The weather planes that flew over also made the Japanese confused as there were a lot of fighter planes that flew over Hiroshima to attack another area. Hence, I think it is not justifiable for Truman to order the dropping of atomic bombs on Japan.
