Iraq should be blamed for starting the Gulf War as Iraq was the one who invaded Kuwait for their resources. After 8 years of Iran-Iraq War, Iraq was unable to pay back the 14 billion USD from Kuwait that was used in the War. Other than that, Iraq is also in debt to the Western countries. Therefore, in order to pay off all of these debts, Iraq invaded Kuwait for their oil resources which is the fourth largest oil resources in the world. With such scare resources, Iraq will be able to rebuild their country within a short period of time with the new found revenue. Therefore, Iraq should be blamed for the Gulf War.
