The USSR was founded with the goal of setting up communism, and was run by a communist party, but it never claimed to have achieved communism, it was technically a "socialist republic". Also keep in mind this is a primitive form of Marxist socialism which never progressed passed the "communist party takes over and sets up semi-socialist economy while still maintaining a central government system to keep order" phase.
National Socialism was about still owning individual property and business and free market.

Not at first, but the more their education progresses the more they should be able to choose what direction it goes. For example preschool and kindergarten should be more or less the same but in elementary school the students should learn a primary curriculum along with extra subjects of their choice. By the time you get to high school the curriculum should be about half student-specific and half universal subjects.
