Is a resource based economy post governmental communist utopianism?

The way it is defined, yes, it is a kind of economic utopianism.

Will it ever happen in real life the way it is defined? I don't think so.

Heck, even in a small family it's extremely rare for all resources to be fully shared and for everyone to be pulling their weight to take care of the collective family.
