That’s a pretty awful article. It starts by saying that federal grants may not be given, and that could eventually hurt the poor because 72% of funds go to low income homes. Why the hell does 28% go to anyone other than low income homes? It says the government inspectors aren’t inspecting. To show how that hurts the poor, they describe a woman falling through a floor riddled with black mold within a week of the shut down. It didn’t get that bad in a week, the inspectors are obviously useless anyway. The report says that staff is on hand to handle emergencies. To avoid discussing their role, They talk to two people who specifically say they don’t know anything. The report talks to a third guy who says that the shut down has not yet caused a specific terrible thing, but if it does there’s a half page of terrible consequences. In closing, the shutdown is really bad for out of work employees who are suffering low moral from being told they are inessential. Also it’s bad for them to not be getting paid, but that’s not news. Republicans tried to pass a bill to go ahead and pay them during the shutdown. Democrats voted no. Obviously libs are more worried about politics than checks. Side: Trump can do no wrong
