Nationalism is how we break humanity up into groups that are of governable size and cultural cohesion.

Countries that are too big require governments that are commensurate, which makes it unreasonable to think a single governmental structure could be responsive to the needs of 7 billion people; the requisite size of the bureaucracy would preclude effective governance.

Cultural variations require legal/governmental variations so that the manner of governance and the specific laws are a reasonable match with the culture of the governed. A global government could not simultaneously govern in ways appropriate to all of the world's cultures.
